NYCHA is the largest public housing authority in North America, providing affordable housing to roughly 1 in 16 New Yorkers. NYCHA Information Technology (IT) delivers and supports the technology that NYCHA staff and residents depend on, including systems for resident services, leased housing, maintenance and work orders, finance, and human resources.
NYCHA IT is expanding its data and analytics capabilities to give business departments trusted, well-documented data they can use directly. NYCHA IT seeks a motivated candidate to serve as Lead, Data Products and Analytics. The Lead will serve as the data and analytics specialist within IT's business-facing team, which works with NYCHA departments to define needs and shape technology solutions.
Under direction of the Director of Emerging Technology and Innovation, with wide latitude for independent judgement and initiative, the Lead will work between NYCHA business departments and the IT data engineering team to define the data the business needs, specify and validate what is built, and help departments put it to use.
Responsibilities will include, but are not limited to the following:
- Serve as the primary IT point of contact for business departments on data and analytics needs; translate business questions into clear requirements for data sets, metrics, and reports.
- Assess solution data and analytics requests received through intake process; recommend whether each is met through existing certified data, an enhancement, or a new data product.
- Work with a designated business owner in each area to establish agreed definitions for key terms and metrics, such as household, active lease, and overdue recertification.
- Work with staff who know NYCHA source systems to document what resident, tenancy, rent, and recertification data means and where it resides.
- Write specifications for curated data sets to be built by IT data engineers; help prioritize which data areas are built first based on business value.
- Test and validate delivered data against source systems and business expectations before release.
- Identify data quality problems, report them to source system owners, and track them to resolution.
- Support data classification so that sensitive resident information is identified and protected before access is opened.
- Build and certify Power BI data models that departments can use to create their own reports.
- Establish standards for certified reports, metric definitions, and data catalog documentation.
- Train and support analysts in business departments and build a community of practice across NYCHA.
- Expand self-service access to certified data for business departments.
- Conduct analyses that draw on data across systems, such as repair activity by household and development, and present findings in plain language to Executive staff and non-technical audiences.
- Partner with the data engineering lead to build and maintain reusable data products.
- Contribute to the design and testing of NYCHA's data platform.
- Perform other duties as assigned.
