À propos du poste
Dhaka Technologies Limited Company (DTLC) is assembling the team for a Maryland Department of Health, Developmental Disabilities Administration (DDA) stakeholder experience engagement running from December 2026 through June 30, 2027. We are seeking a Project Manager to lead the engagement day to day: work plan, schedule and deliverables, stakeholder engagement activities, coordination with DDA leadership and companion contractors, and monthly executive reporting.
Location: Remote. Occasional travel to Baltimore, MD and DDA Regional Offices is required.
Responsibilities
- Own the work plan, implementation schedule, risk log and deliverable calendar; ensure every deliverable is submitted on time and accepted.
- Lead the stakeholder engagement and communications workstream: engagement plan, stakeholder and journey maps, listening sessions, surveys and focus groups, quarterly feedback summaries and improvement project briefs.
- Coordinate with DDA leadership, Regional Offices, MDH, Medicaid and the companion Data Analytics and Financial Oversight contractors.
- Prepare monthly executive review materials, quarterly quality-improvement reports and Joint Chairmen's Report data support; manage the SLA tracking and monthly performance reporting.
- Supervise the engagement, communications and analytical staff assigned to the contract.
Mandatory qualifications (all are required)
- 7+ years of project or program management in health and human services, Medicaid or a state or local HHS agency.
- 2+ years of direct experience working with or inside a state developmental disabilities agency (DDA or equivalent) or a Medicaid HCBS program serving people with intellectual and developmental disabilities.
- Active PMP certification.
- Demonstrated experience leading stakeholder engagement, change management and business process improvement initiatives in a government setting.
- Working knowledge of Medicaid waiver design and policy analysis.
- Bachelor's degree in public administration, public health, business, social work or a related field.
- Excellent written and verbal communication; experience producing executive-level reports and briefings; writing samples will be requested.
- Available to start in December 2026 as a dedicated, full-time resource (40 hours per week) during Maryland business hours (8:00 AM to 5:00 PM ET), with occasional travel to Baltimore, MD.
- U.S. work authorization; sponsorship is not available for this role.
- Independent of DDA-funded direct service providers (no financial, ownership or organizational relationship).
Preferred
- Master's degree in a related field.
- Maryland DDA, LTSSMaryland or Maryland Medicaid experience.
- Experience with program integrity, administrative claiming or managed care.
- Bilingual English/Spanish.
Engagement details
- Full-time (approximately 1,550 hours) from December 2026 through June 30, 2027.
- Remote; occasional travel to Baltimore, MD and DDA Regional Offices required.
- W-2; $60-$70 per hour.
- The position is contingent on contract award. The selected candidate's resume and a signed letter of commitment will be included in DTLC's proposal.
